Paulo Vitorino Fontes

Born on: 6/9/1975

Paulo Vitorino Fontes was born in Lowell, United States of America. He holds a Doctorate degree in Legal and Political Theory and International Relations from the University of Évora, after completing a degree and a Master's degree in Sociology at the University of the Azores. He has dual citizenship, Portuguese and American.

Before his inauguration as Regional Director for Social Solidarity in the 12th Regional Government of the Azores, he has worked as Sociologist at Novo Dia - Association for Social Inclusion since 2002. His duties included the coordination of the Temporary and Emergency Shelter for Men, the Mobile Homeless Support Unit, the Temporary Shelter for Women and the Occupational Centre.

He has been a Collaborating Member of the Research Centre for Political Science - CICP of the University of Évora since 2013.
Between 2008 and 2011, he participated in the institutional cooperation platform for Social Affairs between the Republic of Cape Verde and the Autonomous Region of the Azores in the areas of technical and scientific collaboration, immigration and deportation, with the collaboration of IOM - International Organisation for Migration.

He was the representative of Novo Dia Association in the "Returns" project between 2007 and 2008, an initiative aimed at managing the information and social inclusion of people who were deported from the United States of America to the Azores. The project was promoted by FLAD - Luso-American Development Foundation in partnership with the Regional Directorate for the Communities - Governments of the Azores.

Between 2005 and 2008, working as a sociologist at the Novo Dia Association, he was responsible for the implementation and coordination of CIPA - Centre for Information, Promotion and Monitoring of Equality Policies, an initiative developed under the Violet Project, European Interreg III Programme, in partnership with Region of Madeira and the Canary Islands. The Project included the creation of a Macaronesian transregional and transnational network of institutional cooperation on equal opportunities between men and women as well as the preparation of several manuals and technical guides on this topic. At the same Association, between 2002 and 2004, he coordinated the development of the Integrated Support Service for Women at Risk and the Mobile Homeless Support Unit project under the National Programme to Eradicate Poverty, funded by the European Social Fund.

Between 2001 and 2003, he was a member of the technical team of the Azorean Maritime Association. He was responsible for the research and application of survey instruments under the Azores Fisheries Assessment study, with the collaboration and scientific supervision of Licínio Tomás (CES - Centre for Social Studies, University of the Azores). The initiative was developed in the context of the transnational "Tide Change" project, funded by the European EQUAL Programme.
He was a trainee sociologist at the Azorean Maritime Association (Private Social Solidarity Institution) between 2000 and 2001. He was the author and coordinator of "AZULÂO" PROJECT, which was designed to test strategies for the free time occupation of children living in the fishing community of Rabo de Peixe. This was a specific project developed in the area of non-formal education, funded by the European Youth Programme and the Regional Directorate for Youth, Employment and Vocational Training.

In 2000, he collaborated with MEGAPESCA in the application of survey instruments under the Social and Economic Study on the Azores Fisheries Sector, an initiative promoted by the Regional Directorate for Fisheries.
