European expert evaluates innovative regional systems in the area of human resource management
A series of innovative programmes developed in the Azores in the area of human resource management will be evaluated, staring on Tuesday, by European expert Alexander Heichlinger, manager of European Public Sector Award (EPSA); the Regional Government has been selected for this award.
This set of programmes comprises the Azores Public Employment exchange (BEP-Açores), the Regional Staff Table per Island and the Integrated Management System of Human Resources of the Azores Regional Administration (SIGRHARA). These programmes were developed and managed by the Regional Directorate for Organisation and Public Administration, a service under the administration of the Vice-Presidency of the Government, Employment and Business Competitiveness.
Alexander Heichlinger, who leads the team in charge of the selection and assessment of the applications for the award, will monitor the operation of the systems on the spot by interviewing several users, namely the Regional Directorates for Public Administration, Budget and Treasury, Public Works and Technology as well as the Administration Board of Saudaçor.
The evaluation results will be made public soon. The Regional Government is expected to be among the entities distinguished with the EPSA 2013 award at ceremony to take place in the last week of November.
Of the 31 European applications submitted under the Regional Administration category, seven projects were selected, including the project developed by the Vice-Presidency of the Government, Employment and Business Competitiveness.
The European Public Sector Award is promoted by the European Institute of Public Administration, under the high patronage of the European Commission. It aims to distinguish, every two years, the best European practices in the Public Sector in terms of innovation, performance, efficiency and impact on society.
The need to modernize, to rationalise, standardise processes, streamline and share resources among the nine islands have led to the development of the electronic platform for public employment of the Regional Administration, BEP-Açores; the creation of the Regional Staff Table per Island, a new model that encourages the mobility of resources between different islands; and the implementation of SIGRHARA, an integrated information system that promotes the sharing of information and services between the archipelago.
This set of tools, unprecedented in Portugal, has effectively replaced several computer applications that were being used in various bodies of the Regional Administration, with significant cost savings.
