Carlos César regards Eurodyssey as a fundamental strategy to reinforce regional power in Europe

The President of the Government stated on Thursday that Eurodyssey “simultaneously promotes mobility and employability of our youngsters and the construction of a Europe of Regions is indeed one of the most important and visible strategies, whether for our employment policies or for the assertion of regional power in Europe.”
Carlos César spoke during the 26th General Assembly of the Assembly of European Regions (AER) held this year in Istanbul, Turkey, adding that Eurodyssey programme “is also an example of the effectiveness of regional policies, thus being an example of the efficiency of regions when dealing with their problems, which highlights the pioneering spirit as well as the European regionalism that guides us in Eurodyssey.”
Stressing that the Azores have registered a 50% increase in the number of participating regions and over 25% in the number of young trainees, who attended the programme in 39 regions which represents more than 60 million inhabitants during the four-year term, since 2007 until present, the President of the Government mentioned the new term to say that “it is with great pride but also with the determination and enthusiasm of new challenge that we look up into the future.”
One should recall that Carlos César was elected by unanimity and acclamation in Murcia, Spain, last September for a new term as president of the Eurydice, following an appeal made by the President of ARE, Michéle Sabban who urged regions to vote for the continuity of the Presidency of the Azores, given the good results of previous mandates.
As the Azores want to do even better, Carlos César said in Istanbul that “we would like to implement in the short-term, in the context of the Assembly of European Regions, a European Observatory of Professional Mobility –already launched and currently under development – to be technically supported by the Azorean observatory for employment which will be in charge of assessing the impact and mechanisms of mobility in Europe, a significant issue for Europe 2020.”
Thanking Michéle Sabban all the support provided to the Azores in the management of the Eurodyssey programme as well as of all projects that the Region intends to develop with the Assembly of European Regions, the President of the Government said that much of the success of this initiative is also due to the fact that President Sabban and her Secretary-general, Klaus Klipp, have always believed in the Azorean leadership of the programme.
“And thanks to their stimulus we were able to consider Quebec, as a world of opportunities for many European youngsters, in a transatlantic perspective which is so important for the Azores,” stressed the President of the Government of the Azores and of Eurodyssey.
Furthermore, Carlos César pointed out the presence of Alfred Pilon, the government official responsible for youth and mobility policies to the Prime-Minister of that Canadian province, considering it as a clear sign of the success of this approach to North America.
Considering that Eurodyssey, which was established twenty-five years ago, still retains its relevance and modernity in a context of difficulties, Carlos César believes that there are two dimensions of the European question still unanswered: the expansion and effectiveness of the strategies for its consolidation; and the Europe of employment and competitiveness.
“Taking into account these two fundamental dimensions of our public action, which includes youth employment, the Eurodyssey programme has been the right answer,” said the President of the Regional Government.
Quoting Victor Hugo, for whom the future has many names - For the weak, it means the unattainable. For the fearful, it means the unknown. For the courageous, it means opportunity. – Carlos César urged for “a strong and courageous intervention of public policies action from our regions.”
What is in question, stated the President of the Government, is “the defence of future opportunities, of the European dimension, focused on an open Europe, where the employment of our populations and particularly of our youngsters, is a constructive and essential basis for the economic, social and territorial cohesion.”
