Government of the Azores presents LOJA + programme

The Vice-President of the Regional Government, Sérgio Avila, presented the programme to support the revitalisation of shops in urban centres - LOJA + during a Press Conference held in Angra do Heroísmo on Monday.

The measure is part of the Azorean Agenda for Employment Creation and Business Competitiveness. According to the government official, urban renewal "is a key factor in the regional development strategy."

Approved under the estimated scheduled of the Agenda, this measure falls within "the strategic purpose of urban revitalisation and aims to support regional companies, thus giving a new impetus to urban centres by promoting the marketing of innovative products and services," explained Sérgio Ávila.
With this programme, the Regional Government intends to meet four goals. As the Vice-President mentioned, the first goal concerns the support to companies, businesses or innovative products "that have no space with visibility to promote or disseminate their activities and that have the possibility of being temporarily installed in urban centres."

In addition, this initiative also aims to support the recovery of vacant and unused shops, find new reasons to attract customers to urban centres and, finally, boost the activity of the construction sector in urban renewal.
The LOJA + programme covers all vacant establishments located in regional urban centres; municipalities must define the commercial areas of cities and towns where this measure will be implemented within 30 days.

Under this "new paradigm of urban revitalisation," the projects approved should embody four "innovative concepts," explained Sérgio Ávila. The first of which concerns the so-called Pop up stores, being temporary shops "ideal for brands that sell seasonal products or exclusive collections."

The Lounge is another concept promoted under this initiative. This type establishment is suited for products that require an interaction with consumers and a strong presence of the brand. Under this concept, sales are secondary or non-existent.

The other two concepts supported by this initiative are Lab Stores, establishments designed for brands that need some time for testing their market acceptance before making larger investments, and Traditional Stores; the latter establishments do not have a free service and provide a quality and customised service.

The financial support provided under this programme is awarded for the recovery of the shop and the reimbursement of the respective lease.
 
With regard to the recovery of establishments, eligible projects may submit an investment project up to 15 thousand Euros with a completion period of six months. The amount of reimbursement for eligible expenditure ranges between 60 and 70%, depending on the island.

In turn, the support measure for lease reimbursement is set at a monthly maximum amount of 14 Euros per square metre, up to a limit of 700 Euros. This financial incentive represents 50% to 60% of the monthly lease and will be applicable for a maximum period of 12 months.

These support measures are cumulative with the investment incentive schemes, including the Incentive Scheme to support Local Development and "Empreendedor Jovem" (Youth Entrepreneurship) programme.

Furthermore, Sérgio Ávila mentioned that, in addition to this specific programme, there are other measures to "ensure a balanced development of the several forms of trade."

In this regard, the Vice-President added that "a wide range of measures to support traditional trade and boost urban renewal will be implemented, exactly as provided in the Azorean Agenda for Business Competitiveness and in accordance with the scheduled defined for this document."
