Regional Government puts Land Management Plans for Natural Parks of Faial, Pico and São Miguel under public consultation

The Regional Government has put the preliminary proposals for Regional Implementing Decree under public consultation on the Government's Portal. These draft proposals set out the rules on management and use to be observed in the Land Management Plans for the Natural Parks on the islands of Faial, Pico and São Miguel.

The Land Management Plans for the Island Natural Parks (PGPNI) aim to "respond to the challenges arising in the management of the respective protected areas by establishing systems to safeguard resources and natural values in the wide range of protected areas that make up Natural Parks. Furthermore, they define the use and management model compatible with the sustainable use of the territory in conjunction with the existing land management tools in this area of intervention."

The Network of Protected Areas of the Azores includes 124 protected areas, distributed among the nine Island Natural Parks and occupying 56,066 hectares of land area, which corresponds to about a quarter of the archipelago's land territory.

In turn, the PGPNI also encompass, within their territorial limits, "public land areas as well as private land areas, ensuring an integrated and effective management of protected areas and sites within the Natura 2000 Network," as stated in the legal documents.

With these proposals, the Regional Government intends to "safeguard biodiversity, through the conservation or restoration of natural habitats and wild flora and fauna in a favourable status of conservation, protection, management and control of wild species." In addition, they are aimed at protecting "biological diversity and the integrity of geological values, ensuring their conciliation with compatible human uses."

The Government's proposal also has the purpose of “preventing the deterioration of natural habitats and species habitats” to promote their effective protection as well as the landscape, always “keeping a permanent watch on the respective conservation status and adopting the necessary policies to guarantee its maintenance.”

"Promoting conditions of reference, creating opportunities for scientific study and monitoring, fostering environmental education and interpretation, monitoring public access spaces and defining possible limits and constraints" are other aspects addressed by these legal documents.

These proposals for Regional Implementing Decree will be under public consultation at www.legisgra.azores.gov.pt for the next 30 days.

Moreover, the Action Plans for the Biosphere Reserves of Corvo, Flores, Graciosa and "Fajãs" of São Jorge will also be under public discussion until February 28.

These plans develop socio-economic approaches which, combining scientific knowledge with governance strategies, aim to reduce the loss of biodiversity and improve the livelihoods of the populations in the areas within the Biosphere Reserves. They promote the social, economic and cultural conditions that are essential to the viability of the sustainable development of these territories.

The documents that make up these plans, as well as the public participation forms are available on the Spatial Planning Portal, www.ot.azores.gov.pt, and at the services of the Regional Directorate for the Environment, namely at the Nature Conservation Services, the Department of Spatial Planning and at the Environmental Services of São Miguel, Pico, Faial, Corvo, Flores, Graciosa and São Jorge.

With the aim of promoting the active participation of citizens and clarifying all interested parties about the proposals of the Land Management Plans for the Natural Parks of São Miguel, Pico and Faial and the Action Plans for the Biosphere Reserves of Corvo, Flores, Graciosa and "Fajãs" of São Jorge, the Regional Directorate for the Environment will promote public sessions on these islands on dates and places to be announced soon.
