Pilot project for direct sale of fish at Ribeira Quente collection station ready to start

The Regional Secretary for the Sea, Science and Technology announced in Ribeira Quente that local shipowners and catchers will be able to sell their catches directly at the fish collection station, which has been duly equipped for this purpose.

"From now on, this is the first place where the pilot project will be implemented, allowing shipowners to sell their catches directly to consumers," said Gui Menezes.

The Regional Secretary spoke during a visit to the infrastructure, conveying his belief that this measure contributes to "boosting fishers' income and tackling market evasion." On the occasion, he added that the rules stipulate a daily maximum of 30 kilos of fish sold directly and a maximum of 150 kilos per week.

In "isolated and distant" fishing ports, such as Ribeira Quente, this measure may "bring benefits" not only to fishers, but also "to local residents who have the possibility of acquiring fresh fish easily," said Gui Menezes.

"We hope that fishers consider this measure positive and that they welcome it," the government official said, adding that direct fish sales could be extended to Mosteiros and Porto Formoso on the island of São Miguel.

With direct sales, fishers become more involved in the marketing circuit and, according to the Regional Secretary, they will contribute to the implementation of "short marketing circuits in the archipelago, as provided for in the Common Fisheries Policy."

Fish sold in a direct sale system may only be purchased by the final consumer.

The Regional Secretariat for the Sea, Science and Technology is assigned the responsibility of issuing the authorisation for shipowners and catchers to carry out direct sale of their catches. The permit is valid for the calendar year of issue.

The order authorising the direct sale of fish to the final consumer at Ribeira Quente collection station was published today in the Official Journal and enters into effect on November 16.

An ordinance published in 2016 established the rules regulating the authorisation of the direct sale of fresh fish in the Azores.

The minimum selling price fish in the direct sale system cannot be lower than the average sale price in auction that has been stipulated for each island and for the respective species in the previous two weeks. The information will be posted by Lotaçor at the sale point on a weekly basis.

The revenue from direct sale, when carried out by shipowners, is always distributed among the crew, after deducting auction fees, Social Security contributions and VAT.

During the visit to the Ribeira Quente collection station, the Regional Secretary also announced more investments that will be made in this infrastructure, amounting to 80 thousand Euros, under MAR2020 financing.

In this regard, the government official mentioned an ongoing procedure for the acquisition of new equipment, namely cold chambers and ice-making chambers, which "are expected to be installed during the first quarter of 2019." He also mentioned interventions aimed at the renewal of the ice storage silo and the improvement of the collection station chambers.

Currently, there are 14 professional fishing vessels in Ribeira Quente employing more than sixty fishers at sea, while there are five professionals licensed for catching activities.
