SATA's restructuring plan will be presented to parliament members “as soon as it is formally completed,” assures Ana Cunha

The Regional Secretary for Transport and Public Works assured today at the Legislative Assembly in Horta that SATA's restructuring plan will be known by the Committee on Economic Affairs “as soon as it is formally presented and completed." 

Ana Cunha stated that the plan "is still a working document, as it has yet to be discussed with in operational and financial terms and will have to be certified by consultants." 

The Secretary for Transport stated that the Azorean air carrier "was working on a plan before the COVID pandemic" and that plan "had to undergo a profound change from March." 

The Regional Secretary also added that the necessary financial envelope, as requested by SATA, takes the form of emergency aid, seeing that it is State aid. As she noted, “the financing to be granted SATA will be endorsed by the Region,” but "the entity with competence to request and initiate a State aid procedure is the National Government and not the Regional Government." 

"Hence, the Region, following the request submitted by the SATA's Board of Directors, requested the Government of the Republic to initiate this process," Ana Cunha added , stressing that "this process is begins by filling out a form, which is quite exhaustive and detailed, namely as to the form that this financial support will take." 

The Regional Secretary stressed that “there will be a period of time for SATA to present a restructuring plan to the European Union, demonstrating its viability and justifying the immediate and rapid allocation of this emergency aid, which SATA accounted for 163 million Euros. It will be intended to address liquidity needs by the end of this year.” 

Ana Cunha recalled that the recommendations given to the SATA's Board of Directors were "aimed at making use of all available tools to ensure the survival of the group." 

Regarding the eventual agreement between shareholders of the two national public airlines, TAP and SATA, the Regional Secretary said that “the Regional Government considers that these strategic partnership negotiations -taking the form of code-share flights and others - should be initiated exclusively by the respective boards of directors, without any interference either from the National Government or the Regional Government." 

Ana Cunha added that she recently met, together with the Regional Secretary for Energy, Environment and Tourism, with the Board of Directors of the national air carrier. At this meeting, “TAP was represented by most of its senior staff members, who wanted to hear the Regional Government, as they have done throughout the country, about what our main concerns would be regarding the times to come." 

In the specific case of transport, the concerns “are simple and very objective,” Ana Cunha said, adding that they are focused on “knowing what is the attitude of TAP towards SATA, knowing what is the approach to the Horta and Pico routes and its intentions to present the operation plan for Public Service Obligations, which are not financially compensated. Additionally, the cargo transport during the pandemic period was another important issue, as TAP operated with an Embraer [aircraft], which resulted in a significant decrease in cargo capacity, even though SATA, during this period, compensated to some extent this reduction.
