Ponta Delgada ,  September 29, 2008

Regional secretary for social affairs

Government of the Azores always committed in the best answers for the most vulnerable social problems

The regional secretary for Social Affairs highlighted, today, the excellent cooperation of the governments of the Azores and of the Republic in the adjustment and in the definition and development of common policies for construction of plans and programs addressed to the problems of the most vulnerable groups and in the fulfilment of the answers directed to them.

In the ceremony of signature of two cooperation protocols with the services of the Ministry of Justice, for the creation of a Reinsertion Centre in the Azores and for the territorial implementation of the “Contigo” program, Domingos Cunha enhanced, by the way, the joint objectives of the establishment of instruments of planning and of adjusted, differentiated and specialized intervention, addressed to the well being of the people and families, through the interdependence of measures of action for the social reintegration, the professional reinsertion, the prevention of the violence, the psychosocial rehabilitation and emotional stability and the improvement of conditions that promote the equality of opportunities.

The two protocols signed today are, so, very important for the Government of the Azores since they will be going to allow, in a cooperated and innovatory way, the creation of the Educative Center of the Azores that will make possible that 15 Azorean children and youngsters, with protective educative measures, can remain next to their socio-familiar contexts, making easy their future reintegration, and the fulfilment of the “Contigo” program that is inserted as part of the policy of combat to the domestic violence, which creation and development takes as a base the rejection of the violence like a priority and insurmountable value of the society, and it suits in a methodology centred in the victim and aggressor binomial, assuming the reduction and cancellation of the risk causes for the victims and the psychosocial rehabilitation of the aggressor.

According to the regional secretary for Social Affairs, and in what it refers to the first service, the Educative Center will be going to coexist, in the same space, with a Socialization Centre, and it will allow an innovatory way of cooperation and technical interconnection between the Social Security and the Social Reinsertion, assuming the form of Reinsertion Centre where, besides the protective educative measures, there are equated strategies of prevention and intervention in the family for children and youngsters, with measures of promotion and protection, which need strategies of great frequency in the re- socialization and re-apprenticeship of competences for life.

Domingos Cunha pointed out still, in the dominion of the institutional cooperation with the Government of the Republic, the construction of a network methodology of work between the different implicated entities that has been allowing, from 2005, the appearance of initiatives such as the creation of the Regional Plan for the Integrated Development of Publics under the System of Protection and Justice and of Citizens in situation of Mobility; the creation of the Cooperated Networks of Specialized Intervention in the areas of the social support to the human mobility to a repatriation, to the rehabilitation of a recluse and former recluse and to the woman in risk; the creation of the Regional Agency for the Defence and Development of the Child and of the Youngster in Risk and the creation of the Regional Network of Youthful Development and Inclusion Centres.
