Applications for new "Renovated Home, Inhabited Home" to open in April, announces Andreia Cardoso

The Regional Secretary for Social Solidarity announced in Ponta Delgada that the first application period for the new support programme "Renovated Home, Inhabited Home" will take place in April, while the second is scheduled for September. 

Andreia Cardoso spoke at the presentation of the Regional Regulatory Decree implementing the guidelines set out in the legislation on this programme, such as the amounts of financial support to be allocated for the rehabilitation, repair and improvement of residential properties for permanent dwelling or rental purposes. 

"We expect the publication of these regulations to take place during March. The first application period is expected to open in April and the second in September," added the government official. 

According to the government official, this diploma took into account "the challenges that families and the regional public administration are facing due to the impact of the current social and economic situation on the rental market and also on the lives of Azorean families.”
 
The document stipulates the models of financial support to be allocated, the maximum support amounts per square metre of rehabilitation intervention, the maximum area per housing type, the increase of support, the criteria for assessing the applicants' suitability, as well as the documents and other elements necessary for the submission of applications.

The new Regional Legislative Decree provides two types of support designated as "Renovating for Renting" and "Renovating for Living." 

The "Renovating for Renting" component provides financial support for the conversion of vacant properties into properties with conditions to be put on the rental market, “being an innovative measure nationwide," stressed the Regional Secretary. 

"This measure will fully support the intervention budget in cases when home owners do not have the financial capacities to do so and takes the form of an interest-free reimbursable subsidy," revealed Andreia Cardoso. 

The recovered property will be used by the Region for long-term lease, i.e., during the period necessary for the full reimbursement of the support granted by the Region for rehabilitation purposes," added the government official. 

In turn, the "Renovate for Living" measure consists of financial support for the rehabilitation of residential properties, taking the form of refundable and non-refundable subsidy. It is directed to families whose social and economic situation prevents them from carrying out the necessary interventions for their recovery. 

"This measure also ensures a 100% support rate; however, families with better economic conditions will have to reimburse the Region for part of the amount allocated. This reimbursement will be made in monthly instalments to be calculated taking into account housing expenses already incurred by the household. It will correspond up to a maximum of 30% of the overall intervention budget to prevent high effort rates," said the Regional Secretary. 

Andreia Cardoso added that the financial contribution provided for in this proposal may be increased in the cases when the applicant's household includes people with disabilities, elderly people or three or more children. It is also applicable to homes located on the islands of Santa Maria, Graciosa, São Jorge, Flores and Corvo. 

The government official also revealed that the staff of the Regional Directorate for Housing will receive training to provide the information to the Azoreans wishing to apply for these measures. Moreover, public sessions will be held on all islands. 

According to the Regional Secretary, the Regional Government has already invested more than 87 million Euros in housing support over the last two legislative terms, through various programmes such as the support for housing acquisition or construction, lease incentives, recovery of termite-infested homes and rehousing in situations of severe housing shortage.
 
In the 2012-2016 legislative term, the Government invested almost 50 million Euros in the housing sector, representing direct support for about 4,000 families under supported lease schemes, lease schemes with purchase option and the support for the housing rehabilitation on all islands of the Azores,” stressed Andreia Cardoso.

"In the current legislative term and until December 2019, the Government supported around 4,000 families, an investment that already exceeds 37 million Euros," revealed the Regional Secretary.
