Maritime Spatial Plan should reflect interests and views of all sectors linked to the sea, says Gui Menezes

The Regional Secretary for the Sea, Science and Technology highlighted in Ponta Delgada the importance of the European "MarSP - Macaronesian Maritime Spatial Planning" project to “streamline” the development of the maritime spatial planning for the Azores.
 
According to Gui Menezes, this project "ensured the active involvement and wide participation of many stakeholders" as the process "was conducted in a transparent and inclusive manner."
 
In this context, he recalled the organisation of nine workshops on the islands of São Miguel, Faial and Terceira. These initiatives "were attended by many representatives of a wide range of maritime activities: fisheries, navigation and maritime transport, ports and marinas, tourism, scientific research, underwater cultural heritage, environmental conservation and marine protected areas."
 
The Regional Secretary spoke at the opening session of the final conference of the "MarSP" project. On the occasion, he said the Maritime Spatial Plan for the Azores "reflects the interests and views of all sectors, and it can, in fact, be an effective mechanism to enhance a sustainable economy of the sea."
 
"We want to reduce conflict by reconciling interests, and these documents should effectively contribute to the conservation of environmental values," said the government official.
 
During his speech, Gui Menezes ensured that the Azorean maritime space "is not in disarray."
 
"The existing regulatory tools have contributed to the development of activities and of our economy linked to the sea," said the Regional Secretary. In this regard, he pointed out the administrative spatialisation of the territory, the regional network of marine protected areas, the spatial regulation applied to fisheries in the regional maritime territory, the existence of defined areas for aquaculture production on various islands, the legal zoning for whale watching and other maritime-tourism activities, demarcated areas for the extraction of aggregates, the network of bathing areas, port and navigation areas or the spatial conditioning of scientific research.
 
Gui Menezes also noted that the planning process under way in the Region meets the requirements of the European Parliament Directive, published in 2014, which requires member states and regions to implement the maritime spatial planning system by March 31, 2021.
 
It should be noted that the Azores Maritime Spatial Plan will be under public consultation upon its completion.
 
In his speech, Gui Menezes defended that maritime spatial planning processes "are dynamic," adding that "they involve changes and adaptations over time."
 
In this context, he launched a challenge for the creation of the MarSP2 project "in order to accompany, monitor and improve the implementation of maritime spatial plans in the Outermost Regions."
 
The two-year MarSP project was funded by the European Maritime and Fisheries Fund with the aim of developing and harmonising methodologies and strategies for maritime spatial planning in the Macaronesian archipelagos. It fosters the allocation of specific funds and human resources as well as to establish partnerships with regional and international technical and scientific teams dedicated to the study of maritime spatial planning processes.
 
The final conference of this project will be attended by Joan Ronco, from the Directorate-General for Maritime Affairs and Fisheries of the European Commission, and Alejandro Iglesias, from UNESCO Intergovernmental Oceanographic Commission.
