Gui Menezes ensures there are good examples of cooperation between the Regional and National governments in science and technology

The Regional Secretary for the Sea, Science and Technology announced today at the Legislative Assembly in Horta that the Installing Commission for the Atlantic Observatory has produced a report, which will serve as the basis for a project to be submitted to the financial mechanisms of the EEA Grants and Norway Grants.
 
Gui Menezes also stressed that the Atlantic Observatory to be installed on Faial is one of the pre-defined projects for this financial programme of Norway, Lichtenstein and Iceland, which has an overall financial provision of 102.7 million Euros until 2021.
 
The Regional Secretary spoke during an urgent debate proposed by the BE party on the National Government's non-compliance with the commitments to the Region. On the occasion, he pointed out that the EEA Grants have several financing axes, among them the "Blue Growth" with an allocation of 44 million Euros to promote the blue economy in Portugal.
 
The government official mentioned that the Atlantic Observatory project "is yet to be completed." As he added, it is being developed by the Portuguese Institute for Sea and Atmosphere (IPMA), the Regional Fund for Science and Technology (FRCT) and by the Regional Agency for the Development of Research, Technology and Innovation of Madeira (ARDITI).
 
In his speech, Gui Menezes criticised the BE party "for insisting on the matter related to the Atlantic Observatory, but without specifying its ideas on what this international research centre should be."
 
Regarding the installation of weather radars in the Region, under the responsibility of IPMA, the Regional Secretary clarified that "one company has contested the international public tender" for the acquisition and installation of the new weather radar in Santa Bárbara, Terceira Island. However, "the problem has been solved."
 
Gui Menezes stressed that the Government is currently awaiting the Court of Auditors' prior approval of the awarding of the contract work for the installation of the radar, amounting to more than 1.5 million Euros.
 
"The new radar will be more modern than the previous one and, accordingly, will better serve the goals" of that infrastructure, stated the government official.
 
Regarding the weather radar to be installed in Pico da Barrosa on São Miguel Island, the Secretary for Technology recalled that technicians from SRMCT, IPMA and the Telecommunications Institute (IT) of the University of Aveiro conducted in January an on-site survey on the technical conditions for the installation of that infrastructure.
 
In this regard, Gui Menezes said that the IT has submitted a proposal to carry out the plan for the demobilisation and relocation of the antennas installed in Pico da Barrosa. On the one hand, the new radar infrastructure is expected to affect as little as possible the infrastructures already installed and, on the other hand, the site will be reorganised through the installation of the weather radar. The contract for the implementation of the project will be awarded by IPMA.
 
In his speech at the plenary session, the Regional Secretary also highlighted several projects that are "examples of cooperation" between the Regional Government and the National Government. As an example, he mentioned the creation of the Portuguese Space Agency, whose headquarters were located in Santa Maria, the creation of contract-programmes for the recruitment of technicians on Terceira Island under the AIR Centre project, and the recruitment of human resources for RAEGE on Santa Maria.
 
Gui Menezes pointed out that "a new programme is being designed with the University of Massachusetts Lowell under the AIR Centre, which has "greatly involved" the Regional and National Governments, to foster the exchange of researchers and scientific projects."
 
The government official also added that some researchers from the University of Massachusetts will visit the Azores on June 12 and 13 "to sign the agreement under preparation, which will be similar to that signed between Portugal and MIT."
 
"These are examples of cooperation in the fields of science and technology. They deserve to be highlighted because they are being developed in the archipelago and will be important for the Azores," said Gui Menezes.
