Training scholarships for teachers and non-teaching staff trained in special needs
The document that creates a scheme for the allocation of training scholarships and incentives for the fixation of teachers and non-teaching staff trained in special needs in the Azores.
With this legislative initiative, approved by the Parliament last January, the Government intends to implement “mechanisms to increase the access of teachers and non-teaching staff with specific, accredited and approved training in the areas awarded with the priority status.”
It also aims to create incentives that “contribute for a more effective recruitment and fixation of these staff in the Azorean schools” in order to provide children and youngsters with special needs with the necessary support.
Under this regulation, the training scholarship comprises an amount which is identical to the tuition charged by the training entity, up to a maximum amount of 1500 Euros, a monthly subsidy equivalent to 100% of the minimum wage in the Azores, to be paid during the course attendance, and the allocation, for every civil year, of a round trip ticket between the trainee’s residence and the place where the course is being held.
In turn, the incentives to the fixation will be awarded for a three-year period and comprise a monthly subsidy equivalent to 100% of the minimum wage and the allocation of a round ticket between the applicant’s residence and the place where the work is being rendered.
The incentives to the fixation also include a monthly allowance that corresponds to 80% of the minimum wage for each child living at the care of the applicant. A similar support will also be awarded when the spouse, or person with whom the applicant lives in a domestic partnership, does not pursue any gainful activity.
In addition, these incentives also include the allocation, for every civil year, round ticket for the respective spouse and children between the applicant’s former residence and the current location.
When accepting a training scholarship or the incentives, the beneficiary is obliged the render service in the Autonomous Region of the Azores for a period of no less than twice the period during which the applicant benefitted from the scholarship or the fixation incentives, up to a maximum of 10 years.
Furthermore, the beneficiaries of these measures are also obliged to carry out their duties in the Azores immediately after the completion of the course or, in the case of the fixation incentives, the publication date of the allocation order, and to render service in any school integrated in the regional educational system, according to the applicable application rules.
