Noé Venceslau Pereira Rodrigues was born in the parish of Ribeira Quente, on the island of São Miguel, on 14 February 1956. He is married.
He completed his secondary education at Antero de Quental Secondary School in Ponta Delgada, and graduated in Law, in 1981, from Lisbon Classical University.
He was president of the Board of Directors of Norma Açores and has been a director of the Caixa de Crédito Agrícola Mútuo dos Açores bank.
He has also worked as a legal advisor to companies, cooperatives, cooperative unions and the São Miguel and Young Farmers agricultural associations.
In the X Government of the Azores he fulfilled the office of secretary for Agriculture and Forestry.
