Angra do Heroísmo ,  December 14, 2010

Carlos César announces that the Government already has the previous study for the cruise terminal in Angra do Heroísmo

The Government of the Azores is already in possession of the previous study on the cruise terminal in Porto de Pipas, Angra do Heroísmo. The study will now be analysed by the Government and various departments involved in this matter. Then, it will be discussed with the City Hall, the Island Council, the institutions representing the business sectors and with others that play a relevant role in its analysis. Following this debate, which can also be subject to a public debate, the environmental impact study will be conducted and, then, the implementation project.
The announcement was made by Carlos César after the meeting of the Council of the Government with the Angra Heroísmo City Hall. “We intend, therefore, to continue and fulfil the commitment we made concerning the development of this project under this legislative period,” said the President the Government.
During the meeting, organised following other meetings held with other municipalities on the islands that are not subject to statutory visits, the Government has taken decisions, becoming aware of the emergence of some problems and in, other cases, already providing some solutions.
Thus, Carlos César also announced that “we have already concluded the renewal and expansion project of the old Boa Nova hospital, which will become a military history museum; this work, representing a two-million Euro investment with a completion period of 540 days, will start soon after the completion of the works of the Angra do Heroísmo Public Library and Regional Archives.”
The Government has also decided to launch in the coming weeks a public call for tenders for the purchase of two electric mini-buses to be operated by the Angra do Heroísmo City Hall, being a pilot and a pioneer experience in the Autonomous Region of the Azores.
According to Carlos César, “we have also decided, following the conversation we had with the City Hall, to create an ATL (Free Time Occupation Centre) in Altares in a partnership with the local Santa Casa da Misericórdia. Furthermore, we will sign a contract with the City Hall to carry out intervention in the roofing structure of the Posto Santo Elementary School and Kindergarten, corresponding to a global investment of 600 thousand Euros.”
After being licensed by the City Hall, the urbanisation project of the Terceira Technological Park, which is already concluded, will be carried out by Government in several phases. In 2011 this process will start with the renewal of building where the Institute of Biotechnology of the Azores will be installed, which is a scientific project involving the University of the Azores, the Regional Government, the Hospital of Terceira and the Divino Espírito Santo Hospital .
According to Carlos César, the Government “discussed with the Angra do Heroísmo City Hall some concerns that have been conveyed to us regarding the public art and the interventions in areas such as roundabouts, including the Angra do Heroísmo circular road. We also informed the City Hall that we have concluded an inventory containing all roundabouts in the Azores and, in this context, the Government is considering the creation of a decoration and public art plan for the aforementioned areas to be announced in due time, awarding priority status to the roundabouts of the Angra do Heroísmo circular road.”
“Under the Region Budget for 2011, whose publication is pending, we have introduced the Promotion and Renewal Plan of the Angra do Heroísmo Bay, continued the President of the Government, “in this matter we also undertake a joint effort with the Angra do Heroísmo City Hall to implement this plan, starting in 2011 with the renewal of side roads of Angra, the Pêro de Barcelos and Gaspar Corte Real roads. Furthermore, we are pondering to undertake another joint effort with the Angra do Heroísmo City Hall to carry out a subsequent intervention in the renewal of the Nautical Club.
The Government also discussed some issues regarding the existing legislation to combat termites and expects to stipulate the base amount for reimbursement under that fight as well as the cases where people are eligible to apply for these support measures. 
Carlos César added “in view of the redevelopment carried out in the Terra Chã neighbourhood – 46 houses are being built – the Angra do Heroísmo City Hall has raised some issues regarding certain social and recreational areas and, in this context, we are improving the sociability of this neighbourhood. We are also studying the possibility of using the nearby facilities of the “Casa do Povo” of Terra Chã, mainly for sports purposes, whose renewal may benefit that new residential community.”
Moreover, the Government has also decided to subsidise the drafting a project for the Day and Night Care Centre for the elderly in the village of Cinco Ribeiras as well as to carry out interventions in some rural and forest roads through a joint action with the Agricultural Association of Terceira and the Angra do Heroísmo City Hall. The Government will also move ahead with some works to improve the water supply to farms in Raminho, Pico da Bagacina, the Agrarian Spatial Planning area of Cinco Ribeiras/Santa Bárbara and in the village of Ribeirinha.
Carlos César also announced that “we will conclude, and the City Hall drew our attention to that need, an intervention project that is being prepared in the area of prevention in the São Bento stream and expect to launch a public call for tenders for the implementation of the respective works in 2011. We are also concerned with the monitoring of other areas often affect by storms and which places some residential areas under observation, particularly in the areas where we have carried out interventions such as the Terreiro in São Mateus, but also in other places where any additional intervention is deemed necessary.”
The Government has decided to launch a public call for tenders for the Serra de Santa Bárbara Interpretation Centre in coming weeks, which will be a qualification and a reference work from an environmental and touristic point of view for the island of Terceira. In addition, the possibility of undertaking some interventions in the fisheries sector, particularly in the warehouse of the São Mateus Port, as well as improvement works in the local port structure of Porto Judeu is being considered by the Regional Government.
