A graduate in History, Master in Contemporary History and a post-graduate course in Museology. He was a secondary school teacher in Lisbon and the Azores. He joined the staff of Horta Museum in 1988, and is currently Consultant Curator.
He has cumulatively held the post of Coordinator of the Regional Directorate for Culture on the island of Faial since January 2006.
Between 1998 and 2002 he was Regional Director of Tourism in the 7th and 8th Regional Government of the Azores. He has been Director of Horta Museum since 2004, after having already held the post from 1994 to 1998.
He has published a number of works on museology and studies of island heritage, as well as other specific works of a historical-scientific nature.
